ÚVOD
V zásade platí, že so zvyšujúcim sa objemom a zložitosťou strojového spracovania informácií sa zvyšujú nároky na úspešné riadenie a bezpečnostný prehľad. Ďalej platí zásada, že informačná bezpečnosť nie je úlohou pre 1 zamestnanca, príp. 1 procesu ale je to komplexná činnosť spoločnosti ako celku, do ktorej sa zapájajú a sú ovplyvnené všetky zložky. So zvyšovaním objemu a náročnosti informačnej bezpečnosti rastú nároky na jej efektivitu a riadenie. Za základ fungujúceho riadenia informačnej bezpečnosti preto možno považovať zvládnutie 3 základných podmienok:
- dobré pochopenie princípov, spôsobu riadenia a implementácie štruktúr riadenia informačnej bezpečnosti s použitím metodík informačnej bezpečnosti,
- efektívne meranie, vyhodnocovanie a odstraňovanie nedostatkov informačnej bezpečnosti s použitím kritérií hodnotenia informačnej bezpečnosti jednotlivých systémov.
- efektívne meranie, vyhodnocovanie a odstraňovanie nedostatkov informačnej bezpečnosti s použitím metrík informačnej bezpečnosti ako celku.

1. INTRODUCTION
The main purpose of text mining is to process unstructured (textual) information, extract meaningful numeric indices from the text, and, thus, make the information contained in the text accessible to the various data mining (statistical and machine learning) algorithms discussed in [5]. Information can be extracted to derive summaries for the words contained in the documents or to compute summaries for the documents based on the words contained in them. Hence, we can analyze words, clusters of words used in documents, etc., or we could analyze documents and determine similarities between them or how they are related to other variables of interest in the data mining project. In the most general terms, text mining will “turn text into numbers” (meaningful indices), which can then be incorporated in other analyses such as predictive data mining projects, the application of unsupervised learning methods (clustering), etc. These methods are described and discussed in [1,3]

In our society strategic management has become one of the most frequent ideas. Specialized literature contains a wide range of interpretations of this topic - company strategic management, strategic management at the highest level of the state apparatus, strategic management in the armed forces and so on. Behind this wide spectrum of interpretations distinguished by aiming at people involved in public, civil or business site can be identified common and generally true elements of strategic management. Strategic management in the armed forces assumed importance during 1990s. In this period of development the sources of defence of particular states were significantly limited as a result of positive changes in safety environment (termination of global lock confrontation known as “Cold War”). It was a worldwide trend with the exception of only a few states. This situation has been creating overpressure to rationalization of the processes connected with both the construction and the use of the military forces. In the system men or manpower occupies position of high account or even a key position, I suppose. If we want to describe the importance of manpower in the process of strategic management in the Czech Army, it is necessary to summarize basic concepts of described questions.

INTRODUCTION
Barely 40 years have passed since the creation of TRANSIT system – the first satellite navigational system. In this time, thanks to the sudden development of science and technology, satellite systems have dominated navigation. They have also found application in many other fields connected with data transmission. Apart from navigation, they have covered broadly understood Maritime Economy. Maritime economy is a set of activities of functional entities whose objective is skilful acquisition, processing and division of sea resources. This also entails principles and mechanisms as well as institutional foundations of the operation of those entities. The principal subject of the management of the wealth source concerns sea resources whose effective acquisition at present is not possible, with regard to the scale of the demand, without the application of the most modern technological inventions.
